I guide organisations to achieve sustainable results in road safety
For 15 years I worked at the Swedish Transport Administration developing high standard methodologies and in-depth research for Sweden’s Vision Zero road safety strategy.
With this strong basis, I further developed a unique method to support and advise governments, companies and development agencies around the world on attaining sustainable and effective results on road safety.
Since 2017 I’ve been working with clients all around the world, including Europe, USA, Australia, the Middle East and Central Asia.

Science based guidance for high road safety ambitions
My services are evidence based, tailored to the specific needs of your organisation.
If your project requires the engagement of a team or envolves strategy building see Solutions for Larger Projects.
Why
Capacity reviews, capacity building and audits are good ways to start for a jurisdiction aiming to improve road safety.
Advice and support in this area can improve the ability for governments and agencies to understand, prioritise, plan, deliver and thereby realise road safety benefits.
What
Road Safety capacity reviews
- Review of institutional capacity, management systems, data collection and quality, policy frameworks and government commitments to road safety
- Review of existing strategy performance and ability to achieve targets
Vision Zero capacity building
- Training in the principles of Vision Zero and Safe System. Error tolerance, the failing human, the forgiving road system, human biomechanical limits, models for a safe road transport system and measures to achieve the ultimate target of zero fatalities and injuries
Road Safety Audits
- Road Safety Audits of road designs with specific road user groups considered
Relevant Work
- International Road Safety Expert for the Global Road Safety Partnership, International Federation of Red Cross and Red Crescent Societies (IFRC). Providing strategic support to GRSP’s global programmes, initiatives, and activities
- Senior Road Safety Specialist for the Asian Development Bank. Identify key priorities, the resources needed and possible actions to be taken to support countries in Central Asia
- Review of corridor strategies and concept designs for the transformation of state highways in Australian jurisdictions
- Feasibility studies of the International Road Assessment Program (iRAP) on the Victorian road network

Why
There is no successful strategy without data. Data collection and data frameworks are essential elements in any work relating to injury prevention and more so in a Vision Zero target management approach.
Crash investigation, data analysis and research helps to understand the trauma problem, to evaluate countermeasures and create a motivational story for action.
While in-depth investigations give deep insights into crash and injury mechanisms and where the system has failed, mass data and statistical tools are useful to produce a representative problem definition and to give confidence in the effectiveness of preventive actions.
A combination of case studies and mass data analytics often provide best guidance.
What
Crash and injury data frameworks
- Develop data frameworks to use knowledge from crashes and injuries in a Vision Zero context
Road Safety research and development
- Crash and injury data analysis to better understand current and emerging trauma problems and their solutions
- Product development together with vehicle industry. Investigate the potential in new safety products and develop proof of concept.
- Evaluation of countermeasure effectiveness through in-principle case-by-case analysis or statistical analysis
Forensic crash investigation and reconstruction
- In-depth investigations of road crashes as a basis for road safety improvements, court cases and insurance cases.
Relevant Work
- In-depth crash investigation and reconstruction of fatal crashes for the Swedish Transport Administration
- Develop crash response frameworks on how to investigate and use knowledge from fatal and serious injuries in transport departments in Australian jurisdictions
- Supported federal governments in Australia and the European Commision by undertaking studies and delivering peer reviewed papers on the effect of changes in vehicle regulation and legislation
- Leading research projects within the vehicle industry to develop proof of concepts for crash protection systems
- Real-life evaluations on the effect of vehicle safety systems like Electronic Stability Control, Autonomous Emergency Braking, eCall, Intelligent Speed Assist, Motorcycle ABS, Advanced Headlights, Lane Keep Assist, side impact protection, pedestrian protection, studded tires, Connected and Autonomous driving
- Developing crash data models for state capital cities in India

Why
Road safety strategies and action plans are common ways for governments and jurisdictions to tackle road safety problems.
Strategy development in a Vision Zero context though is rather unique in terms of the approach, methods and tools used.
Vision Zero strategy development starts with defining a future desired safe system state followed by gap-analysis, trauma modelling, response options and monitoring frameworks.
It’s about building a strategy that lasts, a strategy that is effective in the near term but has a focus on achieving the ultimate target of zero fatalities and serious injuries.
What
Strategy and action plans
- Planning for Vision Zero
- Advising and overseeing road safety strategy development. Development of vision statements, strategic intent and models to align strategies to Vision Zero
Investment plans and funding options
- Gap-analysis to understand the gap between the current state and the desired future safe system state
- Using crash and injury data modelling and forecasting to understand future trauma problems
- Calculate countermeasure effectiveness individually and combined
- Develop strategic responses with funding options on how to address future residual trauma and achieve near term and long term targets
Management by objectives
- Creating target management frameworks to monitor and evaluate the implementation of road safety actions
- Development of Safety Performance Indicators to monitor system transformation
Relevant Work
- Leading the analytical working group in reviewing Sweden's interim targets for road safety in 2009, 2012, 2016 and 2020
- Overseeing the development of Victoria’s Road Safety Strategy. Project Director, Technical Director and chair of the Countermeasures Working Group
- Supporting Road Safety strategy development in Hamilton City Council, New Zealand
- Supporting Transport for New South Wales in creating pathways for achieving ambitious road safety targets
- Advising Abu Dhabi Department of Municipalities and Transport on road safety strategy development
- Advisor to the US National Safety Council in producing the Road to Zero: A Plan to Eliminate Roadway Deaths
- Developing funding options and investment plans for insurance institutes to maximise return on investment by reducing high cost injuries
